Police identify body found in Presumpscot River

Police said the body is that of Samuel Mugisha, 21, who was reported missing from Portland on Nov. 4, 2022.

PORTLAND, Maine — Police have identified a body that was recovered from the Presumpscot River in Falmouth on April 20.

The Portland Police Department said in a news release Friday the body is that of Samuel Mugisha, 21, who was first reported missing from Portland on Nov. 4, 2022.

Mugisha's body was identified by the Office of Chief Medical Examiner in Augusta, but the cause and manner of death have not yet been released, according to the release.

"This is devastating news," Mugisha's uncle Claude Rwaganje told NEWS CENTER Maine. "If you wanted Samuel to take kids to basketball, he would do that. If you wanted him to educate other kids in terms of life, he would do that as well."

Rwaganje said his nephew was a friendly and caring young man. 

"What we need to do as a community is grieve and mourn the life of a young man who had a long life ahead of himself," he added. 

Mugisha was reported last seen when he left his Portland home on Auburn Street shortly before 8 a.m. on Nov. 4, police said.

During search efforts, all-terrain vehicles, K9 teams, and unmanned aerial vehicles were utilized while searching wooded areas, trails, and railroad tracks near and around his home. Police also searched additional areas where his relatives believed he may have traveled, the release said.

"The Portland and Falmouth Police Departments would like to send its deepest condolences to the loved ones and friends of Samuel Migisha," the release said.
