Brunswick fire officials issue violation to agency overseeing area of toxic PFAS spill

BRUNSWICK, Maine — The Brunswick Fire Department has issued a notice of violation to the Midcoast Regional Redevelopment Authority (MRRA), which manages the Brunswick Executive Airport.

Last month, roughly 1,450 gallons of aqueous film-forming foam (AFFF) firefighting foam mixed with 50,000 gallons of water discharged at Hangar 4 of the airport.

Brunswick Deputy Fire Chief Josh Shean said the department issued MRRA a notice of violation because inspectors found "deficiencies" in the fire suppression systems at Hangars 5 and 6 during last year's inspections, while the agency still has not indicated whether the system issues were fixed.

"We issued the notice of violation, with working with the town's attorney, again, to try and mirror that transparency that we're looking for," Shean said.

One hangar had issues with its notification devices like its horn strobes, while the other's flame detectors were covered, Shean said.

"Due to the deficiencies identified in the inspection report and non-compliance with the required schedule of inspections, testing and maintenance the sprinkler systems at Hangar 5 and Hangar 6 are found to be in violation of the fire code, and a plan of corrective action is required," Shean wrote in the notice.

Inspectors will be looking at Hangars 5 and 6 starting Monday, according to MRRA's Executive Director Kristine Logan.

The agency must submit a corrective action plan to the fire department by Sept. 30, detailing how it will address the non-compliance system issues at the two hangars.

"Not only does that ensure that the repairs are done, but it also brings us in so that we get more follow-up information in the future," Shean said.
