Chief Roberts said Officer Benjamin Hall, who fired the shot, felt Grossman was about to use deadly force on the other officer or himself.

"It's certainly a stressful situation," said Chief Roberts. "First, is a concern for life -- the safety of life, my officers and then the individuals that are involved. Then it's making sure that we're doing things the way we should be -- following procedure, following law, and protecting the rights of all involved, as well making sure the investigation is thorough and done in a timely manner so that the individuals involved can have some type of resolution."
