Lewiston shooting commission hears from Army mental health expert who identifies gaps in resources

In an hourlong meeting Thursday over Zoom, members of the commission questioned the potential for gaps when offering mental health resources to army reservists.

MAINE, USA — An expert on mental heath within the U.S. Army Reserve Command shared details with members of the Lewiston commission Thursday on the protocol followed when a soldier is dealing with a mental health crisis. 

In an hourlong online meeting, Col. Mark Ochoa answered commission members' questions regarding what steps are followed and potential pitfalls regarding how soldiers are checked on before and after they are recommended for mental health treatment. 

In his testimony, Ochoa explained that while family members or other personnel can express their concern about the mental health of an individual, a commander is the position that has control over starting the process for an evaluation or to require treatment. 

"[Commanders] really have the ability to reach out and get them help," Ochoa said. "And that's the message I want to get out to the team."

At times, treatment can be found through the U.S. Army Reserve's Psychological Health Program (PHP), which can connect soldiers with local resources based off of duty, location, and insurance. 

"We are just one tool in that toolbox to help take care of that service member," Ochoa said. 

In addition, Ochoa explained the potential for gaps in both communication or follow-up for those seeking mental health services under certain circumstances such as if a reservist seeks help through a private health care facility or refuses treatment. 

Although there are veteran hospitals in Maine, there are no active military hospitals, which may be another reason why some might seek a private health care facility. 

"At that point, the commander may or may not have any oversight because they can't make the person go, correct? Because the person is not on drill?" commission member Dr. Anthony Ng echoed. 

Although Ochoa could not speak to specifics on how Robert Card was evaluated in the months before October, commission members explained they are looking to speak with members of the reserve in upcoming commission meetings.
