Sebago boater assaulted person, flashed officers, tried to take off, police say

Police said the man was hit with pepper spray and stun guns during the encounter at the Portland Fish Pier.

PORTLAND, Maine — A boater from Sebago was arrested Monday after police said he assaulted a person at the Portland Fish Pier, flashed officers who tried to talk to him then tried to take off.

Stephen Thuotte, 62, faces a host of charges.

Police said officers were called to the fish pier for a report of a man being attacked.

"Upon arrival the victim stated he had been attacked by a man who was currently on a boat docked in the area," police said in a statement. "When police arrived the suspect was on the boat and refused to answer any attempts to contact him. He later came out of the cabin and exposed himself to officers before yelling expletives towards them. He then returned to the cabin and started the engine and began to untie docking lines. At this point, officers were able to pepper spray the individual, before being forced to use their tasers to subdue him."

The victim's injuries were not life-threatening, police said.

Thuotte was charged with assault, criminal threatening with a dangerous weapon, creating a police standoff, and refusing to submit to arrest.
