Bill would end consent decree on mental health services

AUGUSTA, Maine — The court master that oversees whether Maine is providing mental services in line with a decades-old consent decree is preparing legislation to end it.

Maine Public reports court master Dan Wathen says the proposed legislation would meet all the requirements for services under the 1990 decree and allow it to end.

Wathen, the former chief justice of the Maine Supreme Court, has told members of the Legislature’s Health and Human Services Committee that he hopes to have the measure prepared for Democratic Gov. Janet Mills to submit later in the session.

Wathen says that the proposal will include a probationary period to ensure Maine’s health agency fulfills the needed requirements.
